No. 212/Res. No. 117-23 <br />Your Committee on Finance, to which was referred Resolution No. 117-23, reports as follows: <br />Resolution No. 117-23, transmitted by Finance Director Deanna Sako, via Communication No. 212 <br />dated March 30, 2023, authorizes the payment of funds of a later fiscal year and of more than one fiscal <br />year for a multi-year agreement to add a Command Central Community module to the Police <br />Department's current records management system. <br />This resolution authorizes the Mayor to enter into a five-year lease agreement with Motorola, <br />with an approximate cost of $13,950 for the first year and $13,200 thereafter for a total cost of <br />$66,750. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked Police Major Thomas Shopay to provide some <br />background on this measure. <br />Committee Member Holeka Goro Inaba asked Mr. Shopay to clarify how long it would take the <br />department to review a report and follow up once it is reported via this platform, to which Mr. Shopay <br />replied that officers would reply by the end of their shift. <br />Committee Member Michelle Galimba commented that this is a great idea and wanted to know the cost <br />of the overall system, to which Mr. Shopay replied that he did not have those numbers on hand. <br />Mr. Kaneali`i-Kleinfelder asked Mr. Shopay to state the cost to taxpayers over the next five years. <br />Mr. Shopay replied that it would cost an average of $14,000 per year. However, this would save <br />taxpayers money because it would avoid the cost of hiring more personnel and minimize time spent in <br />the field. Mr. Kaneali `i-Kleinfelder asked how this platform would interface with officers. Mr. Shopay <br />replied that once the department develops the form with appropriate fields and tabs, the process would <br />replicate what an officer would need for a report. The report would then go into the workflow of the <br />different districts for review. <br />Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring <br />payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be <br />approved by Council resolution. <br />FC Report No. 43 <br />
