COUNTY OF HAWAII •:•� �';= '%.• STATE OF HAWAII <br /> • <br /> RESOLUTION NO. 208 23 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> HAWAII WILDLIFE FUND. <br /> WHEREAS, Section 10-16 of the Hawai`i County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance <br /> Fund") "to preserve the land,promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16(h) of the Hawai`i County Charter provides that the <br /> Maintenance Fund may be used for a stewardship grant program for properties purchased via the <br /> Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 <br /> nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and <br /> WHEREAS, Hawai`i Wildlife Fund is a 501(c)3 nonprofit organization that is dedicated <br /> to the conservation of Hawai`i`s native wildlife through research, education, and advocacy; and <br /> WHEREAS, Hawai`i Wildlife Fund submitted a Maintenance Fund stewardship grant <br /> application to continue providing ecosystem monitoring, land stewardship and protection of the <br /> native wildlife of the Kahuku Coastal property, which is situated in the District of Ka`u (TMK: <br /> (3) 9-2-001:75), and acquired via the Public Access, Open Space, and Natural Resources <br /> Preservation Fund after adoption of Resolution No. 49-11; and <br /> WHEREAS, during its September 12, 2022, meeting and pursuant to Section 2-217 of <br /> the Hawai`i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and <br /> Natural Resources Preservation Commission forwarded a positive recommendation for this <br /> project to the Director of Finance; and <br /> WHEREAS, Communication No. 336, issued by the Director of Finance on June 13, <br /> 2023, submitted for the Council's consideration six applicants for stewardship grants for the <br /> period of July 1, 2023, through June 30, 2024, for various properties that have been acquired by <br /> the County using the Public Access, Open Space, and Natural Resources Preservation Fund; and <br /> WHEREAS, the Director of Finance in Communication No. 336 recommends that <br /> Hawai`i Wildlife Fund will be able to complete its project in accordance with the project <br /> description submitted and in strict adherence to the conditions governing the Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund; and <br /> WHEREAS, the Council finds that awarding a stewardship grant to Hawai`i Wildlife <br /> Fund will allow it to continue its ongoing efforts, such as (1) monitoring and protecting native <br /> flora and fauna; (2) coastal maintenance through beach cleanups in conjunction with National <br /> Park Trails Program; (3) propagation and out-planting of native coastal plants to prevent erosion <br />
