<br /> RESOLUTION
<br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL
<br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
<br /> ALA KAHAKAI TRAIL ASSOCIATION.
<br /> WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access,
<br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance
<br /> Fund")to preserve the land, promote public safety, and maintain a healthy stewardship; and
<br /> WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the
<br /> Maintenance Fund may be used for a stewardship grant program for properties purchased via the
<br /> Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3
<br /> nonprofit organizations to apply for grant-in-aid funding for stewardship projects; and
<br /> WHEREAS, Ala Kahakai Trail Association is a 501(c)3 nonprofit organization with a
<br /> stated mission to support and guide a community-managed trail that honors those who came
<br /> before and perpetuates for those to follow, with protocols and respect for Hawai`i's past, present,
<br /> and future; and
<br /> WHEREAS, Ala Kahakai Trail Association submitted a Maintenance Fund stewardship
<br /> grant application for $160,000 to establish a Kaunamano Community Resource Management
<br /> Plan to ensure the conservation, preservation, and protection of Kaunamano as required by the
<br /> conservation easement agreement between Ala Kahakai Trail Association and the County of
<br /> Hawaii; and
<br /> WHEREAS, the Kaunamano property, located in the district of Ka`fi and identified as
<br /> tax map keys (3) 9-5-011:001, 004, 005, 006 and (3) 9-5-012:001, was acquired with the Public
<br /> Access, Open Space, and Natural Resources Preservation Fund as authorized by Resolution No.
<br /> 351-14, Draft 2; and
<br /> WHEREAS, pursuant to Section 2-217 of the Hawaii County Code 1983 (2016 Edition,
<br /> as amended), the Public Access, Open Space, and Natural Resources Preservation Commission
<br /> forwarded a positive recommendation for this project to the Director of Finance during its
<br /> meeting on September 12, 2022; and
<br /> WHEREAS, on June 13, 2023, the Director of Finance, via Communication No. 336,
<br /> submitted for the Council's consideration a list of applicants for six stewardship grants for the
<br /> grant year 2023, beginning July 1, 2023, through June 30, 2024, for various properties that have
<br /> been acquired by the County using the Public Access, Open Space, and Natural Resources
<br /> Preservation Fund; and
<br /> WHEREAS, the Director of Finance, in Communication No. 336, recommends the
<br /> stewardship grant be awarded to Ala Kahakai Trail Association and for it to complete its project
