No. 560/Res. No. 331-23 <br />Your Committee on Finance, to which was referred Resolution No. 331-23, reports as follows: <br />Resolution No. 331-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 560 <br />dated October 13, 2023, authorizes the Office of Housing and Community Development to award funds <br />to various organizations for programs addressing affordable housing. <br />This resolution allows for the distribution of $17,324,559.46 of grant funds to seven organizations <br />to support the County's Affordable Housing Production Program. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked Housing Administrator Susan Kunz to provide some <br />background on this measure. When Ms. Kunz concluded her overview, she mentioned that they invited <br />members from the different organizations that they will be working with to attend this committee should <br />the committee have any questions about their projects. <br />Committee Member Heather Kimball thanked Ms. Kunz and expressed her excitement for these <br />projects. Ms. Kimball requested to go through each program to get details on the unit quantity and the <br />terms of affordability. Ms. Kimball then asked Ms. Kunz if everything was developed in alignment with <br />Chapter 11 of the Hawaii County Code or if there were different terms of affordability. Housing and <br />Community Development Specialist Royce Shiroma confirmed that this was created in alignment with <br />Chapter 11. Mr. Shiroma then invited multiple members from the listed organizations to provide some <br />background on each of their projects. Ms. Kimball asked about the Kamakoa Nui project and asked if <br />the plan was to develop all of these contracts and sell some as affordable housing lots. Assistant Housing <br />Administrator Harry Yada confirmed that is the plan. He also stated that there will be about 600 units <br />once that community is developed. <br />Committee Member Jenn Kagiwada commented that the Hale Ola O Mohouli requested $2 million but <br />was only awarded $824,000 and asked if there was a plan to make up the difference or if they would be <br />in line for the next round of funding. Mr. Shiroma stated that the project still needed to commit all of its <br />funding to the project, and there were some changes to the actual design and plan, which would delay <br />this project. <br />FC Report No. 103 <br />
