REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: November 14, 2023 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 11:11 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 579/Res. No. 347-23 <br />Your Committee on Finance, to which was referred Resolution No. 347-23, reports as follows: <br />Resolution No. 347-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 579 <br />dated October 26, 2023, authorizes the Mayor to enter into an agreement with the Corporation for <br />National and Community Service, pursuant to Hawaii Revised Statues Section 46-7, for a grant to the <br />Department of Research and Development. <br />This resolution allows for the receipt of $50,000 of federally -derived funds to provide community-based <br />training and regional education from local historians, cultural practitioners, and other sources to <br />AmeriCorps Volunteers in Service to America (VISTA) personnel. Funds would be used to provide <br />community-based training and regional education to VISTA personnel. <br />Committee Member Ashley L. Kierkiewicz asked Finance Director Deanna Sako if she could provide <br />more information about the VISTA program and when this training would occur. Ms. Sako confirmed <br />they currently have three VISTA positions, but she is unsure when the training would occur. <br />Ms. Kierkiewicz asked if she could get more information at the next Council meeting. <br />Committee Member Cindy Evans asked if these VISTA positions could be used in different <br />departments. Ms. Sako said that she believes they could be utilized in various departments, but it would <br />have to be an interest that the VISTA has. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked if these VISTA positions could be utilized with the <br />Office of Housing and Community Development in their work to develop low-income housing projects. <br />Ms. Sako said that she believes this is something that the department could look at. <br />Committee Member Holeka Goro Inaba had specific questions for the department. Ms. Sako <br />acknowledged this and told Mr. Inaba that she would request the department to be present for questions <br />at the upcoming Council meeting. <br />FC Report No. 116 <br />
