,t os N� <br /> COUNTY OF HAWAI`I .1 A‘‘' .— r v .1) STATE OF HAWAI`I <br /> BILL NO. 108 <br /> ORDINANCE NO. <br /> A BILL FOR AN ORDINANCE TO AMEND CHAPTER 2, ARTICLE 49, SECTION <br /> 2-271; CHAPTER 37, ARTICLE 1, SECTIONS 37-1-2 AND 37-1-3; AND CHAPTER 37, <br /> ARTICLE 2, SECTION 37-2-21, OF THE HAWAI`I COUNTY CODE 1983 (2016 <br /> EDITION, AS AMENDED),RELATING TO SUSTAINABILITY, CLIMATE, EQUITY, <br /> AND RESILIENCE. <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`I: <br /> SECTION 1. Chapter 2, article 49, section 2-271, of the Hawai`i County Code 1983 (2016 <br /> Edition, as amended), is amended to read as follows: <br /> "Section 2-271. Sustainability administrator created. <br /> There shall be a sustainability administrator. The sustainability administrator shall be <br /> appointed by the mayor, confirmed by the council, and may be removed by the mayor. The <br /> council shall act to confirm or reject any appointment by the mayor within sixty days after <br /> receiving notice of the appointment from the mayor. If the council does not confirm or reject any <br /> such appointment within sixty days, the appointee shall be deemed to have been confirmed. An <br /> appointee shall take office upon confirmation by the council. At a minimum, the sustainability <br /> administrator shall be able to demonstrate the following through education and/or employment: <br /> (1) Experience leading a major program in sustainability, climate.action, environmental <br /> management, environmental or social justice, or a related field; <br /> (2) Technical knowledge of the science of climate change mitigation and adaptation, <br /> sustainability, and natural resource management; <br /> (3) Understanding of Native Hawaiian culture and of the unique environmental and <br /> social justice issues in Hawai`i; <br /> (4) Understanding of trauma informed principles and best practices as it relates to <br /> implementing a trauma informed approach which is critical to ensuring access to <br /> resources and support for our underserved and most vulnerable populations; <br /> (5) Skills in leadership, staff supervision, communication, and organization development; <br /> [5](6) Experience with project management and interagency collaboration; and <br /> [6](7)Experience with policy development and securing and managing outside funding. <br /> A bachelor's degree and five years of experience or a master's degree and three years of <br /> experience in the fields of sustainability, climate change, environment, resilience, or related <br /> fields shall be preferred." <br />
