REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: July 9, 2024 Re: Comm. No. 922/Res. No. 550-24 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 550-24, reports as follows: <br /> Resolution No. 550-24, transmitted by Finance Director Diane Nakagawa, via Communication <br /> No. 922, dated June 20, 2024, authorizes the Mayor to enter into a multi-year agreement with Hawaiian <br /> Telcom, Inc., regarding communication services for a new Emergency Communications Center in Hilo. <br /> This resolution authorizes the Mayor to enter into a three-year agreement at an estimated cost of <br /> $200,000 per year, for the Hawai`i Fire and Police Departments' emergency operations. <br /> Battalion Chief Stacy Domingo and Public Works Director Steve Pause were available in chambers for <br /> questions. <br /> Committee Member Cindy Evans had a question for a Hawaiian Telcom representative and was <br /> disappointed to find that no representative was available. Ms. Evans noted that our current offices are <br /> having connectivity issues recently and wanted to ensure that the services provided by Hawaiian Telcom <br /> for this Emergency Communications Center would be reliable. <br /> Committee Member Ashley Kierkiewicz asked when the department would start operations out of its <br /> new location. Ms. Domingo could not provide a definite answer but stated that she suspected it would be <br /> about two to three months. <br /> Committee Member Susan Lee Loy commented in support but shared some concerns about timing. <br /> Ms. Lee Loy wanted to ensure that the contracts were executed to coincide with the center's ability to be <br /> operational and did not want the contract to start if the facility was non-operable. Mr. Pause stated that <br /> he believed the call center would be fully operational by mid-October. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, the Mayor of the County of Haawai`i is authorized <br /> to execute, on behalf of the County, an agreement and related documents with Hawaiian Telcom Inc. for <br /> purposes as described above. <br /> FC Report No. 172 <br />
