Pause via Communication <br />No. 1047, dated August 26, 2024, amends Chapter 24, Article 10, Division 5, Section 24-279, <br />Schedule 27, of the Hawaii County Code 1983 (2016 Edition, as Amended), relating to parking <br />on pavement prohibited at all times and Chapter 24, Article 10, Division 5, Section 24-280, <br />Schedule 28 of the Hawaii County Code 1983 (2016 Edition, as Amended), relating to no <br />parking at anytime. <br />This bill establishes parking restrictions for certain portions of Opelo Road in Kohala. <br />Committee Member Cindy Evans shared the increased traffic has caused a situation where an <br />unofficial bypass was created. This has caused a dangerous road situation compounded by <br />haphazard parking along the roadside. <br />Director Pause explained the fundamental issue is cars parking on pavement is not allowed. <br />Therefore, after receiving several complaints, the Department increased the markings and pushed <br />the parking off the pavement with clear signage. These actions, along with clearing the line of <br />sight, has cleared the roadway and made it safer. However, there are still issues with parking for <br />the complex that need to be addressed. <br />Chair Lee Loy acknowledged the improvements the Department has made with these Code <br />amendments. She emphasized the importance of allowing the Department to collaborate with the <br />community and noted the need for a comprehensive approach to the traffic issues in the area. <br />PCIA Report No. 16 <br />
