REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: January 7, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 48 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 48, reports as follows: <br />Communication No. 48, transmitted by Mayor C. Kimo Alameda, dated December 9, 2024, <br />requests the Council's review and confirmation of Jeffrey W. Darrow as Director of Planning. <br />Mayor Alameda was present in the Hilo Chambers to introduce Mr. Darrow, who was also <br />present in the Hilo Chambers, to the Committee. Mr. Darrow highlighted his top three priorities <br />in this new role as bringing the General Plan to completion, finalizing, and sharing the zoning <br />and Subdivision Code updates; also, providing training for staff on how to find information. <br />Committee Chair Jenn Kagiwada wanted to highlight, for the record, that the Hilo Community <br />Development Plan was last updated in 1975. Mr. Darrow noted that point. <br />All members present spoke in favor of the appointment. <br />Pursuant to Article VI, Chapter 7, Section 6-7.2 of the Hawaii County Charter, the Director of <br />Planning is appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose <br />and intent of Communication No. 48, and recommends confirmation of the appointment of <br />Jeffrey W.
