REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: March 6, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 2:24 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 160/Res. No. 92-25 <br />Your Committee on Finance, to which was referred Resolution No. 92-25, reports as follows: <br />Resolution No. 92-25, transmitted by Finance Director Diane Nakagawa via Communication <br />No. 160, dated February 18, 2025, authorizes the acceptance of a donation of services to pursue <br />federal awards and assistance. <br />The donation of supportive, consultive, and technical services from Ulupono LLC, with an estimated <br />value of $90,000, would be used by the Office of Sustainability, Climate, Equity, and Resilience in its <br />pursuit of federal awards and funding opportunities. <br />Office of Sustainability, Climate, Equity, and Resilience Administrator Laura Acasio was present in the <br />Hilo Chambers and provided a brief overview of the resolution. <br />Committee Member Heather Kimball noted that during her past trip to Washington, D.C., she <br />recognized that our County is lagging behind other counties in leveraging external expertise for grant <br />applications and federal funding opportunities. <br />Committee Member Jenn Kagiwada asked if Ulupono LLC will be assisting the County with existing <br />grants that have not yet received funding.
