REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: April 1, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 3:34 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 183/Bill No. 36 <br />Your Committee on Finance, to which was referred Bill No. 36, reports as follows: <br />Bill No. 36, transmitted by Finance Director Diane Nakagawa via Communication No. 183, dated <br />March 13, 2025, adopts a pay plan for persons employed by the County other than those whose pay <br />is otherwise provided for, designating payroll periods, pay days, prescribing requirements with <br />respect to official fidelity bonds, and repealing Ordinance No. 24-28 and all amendments thereto, <br />said ordinance to be known as the Salary Ordinance of 2025. <br />This bill establishes rates of compensation for appointed employees in the Legislative Branch and the <br />Office of Housing and Community Development, the County Physician, Student Helpers, and Senior <br />Community Services Aids for various County agencies, and incorporates updates to minimum wage <br />positions. <br />Finance Director Diane Nakagawa was present in chambers to answer questions. <br />Committee Member Holeka Goro Inaba stated that this measure adds a new pay rate for the <br />Legislative Branch. <br />Committee Member Jenn Kagiwada commented in support of this measure and thanked the <br />department for adding the new pay rate. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked if these additions were appropriated in the budget. <br />Ms. Nakagawa was unsure and would need to confirm. <br />Your Committee on Finance is in accord with the purpose and intent of Bill No. 36, and recommends its <br />passage on first reading. <br />1k, <br />AYES <br />NOES <br />ABS <br />EX <br />GALIMBA <br />X <br />xuSTACE <br />x <br />INABA <br />X <br />KAGIWADA <br />X <br />KANEALI`I-KLEINFELDER <br />X <br />KIERKIEWICZ <br />X <br />KIMBALL <br />X <br />ONISxI <br />x <br />VILLEGAS <br />X <br />Respectfully submitted, <br />COMMITTEE ON FINANCE <br />� <br />MA NEA `I-KLEINFELDER, <br />CHAIR <br />FC REPORT NO.: 34 <br />
