REPORT OF THE COMMITTEE ON <br /> GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br /> DATE: May 6, 2025 Re: Comm.No. 242/Res.No. 142-25 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Governmental Operations and External Affairs,to which was referred <br /> Resolution No. 142-25,reports as follows: <br /> Resolution No. 142-25,transmitted by Director of Finance Diane Nakagawa via <br /> Communication No. 242, dated April 17, 2025, authorizes the Mayor to enter into an <br /> intergovernmental agreement with the State of Hawai`i's Department of Transportation as well <br /> as grant a real property license or permit for their installation and upkeep of National Electric <br /> Vehicle Infrastructure (NEVI) Systems at various County of Hawai`i properties. <br /> Resolution No. 142-25 seeks to allow the State Department of Transportation to install and <br /> maintain NEVI Charging Stations at various sites within Hawai`i County. <br /> Business Manager Kelsey Kalua-Lewis from the Department of Public Works was present in <br /> the Hilo Chambers to discuss Resolution No. 142-25. Ms. Kalua-Lewis explained that the State <br /> had approached the County to help with the installation and maintenance of three charging <br /> stations in Hilo, Kona, and Waimea. The State already owns the land at the Waimea site, <br /> therefore this agreement is only pertaining to the Hilo and Kona sites. The agreement states that <br /> these NEVI systems will be fully maintained by the State once the project is completed. <br /> Committee Chair Jenn Kagiwada asked some clarifying questions regarding the timeline of the <br /> agreement. Ms. Kalua-Lewis explained that this agreement is covering five years,with an <br /> option to extend, and can be renewed at any time. Ms. Kalua-Lewis further explained that the <br /> Department of Transportation is covering all the costs, and there will be no costs to the County. <br /> Chair Kagiwada asked if the system will be one charger that services two vehicles. Ms. Kalua- <br /> Lewis said that she needs to check on that and will report back. <br /> Committee Vice Chair Matt Kaneali`i-Kleinfelder inquired if all operational electrical costs will <br /> be covered by the County or by the State. Ms. Kalua-Lewis reiterated that the Department of <br /> Transportation will cover all of the infrastructure as well as the costs of running the charging <br /> facilities. <br /> GOEAC Report No.42 <br />
