REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: September 16, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 1:00 P.M. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 489 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 489, reports as follows: <br />Communication No. 489, transmitted by Mayor C. Kimo Alameda, dated August 28, 2025, requests <br />the Council's review and confirmation of the nomination of Guy S. Alameda to the Water Board. <br />Executive Assistant to the Mayor Erin Samura was present in the Hilo Chambers to introduce <br />Mr. Alameda, who was also present in the Hilo Chambers. Mr. Alameda disclosed that he is the <br />father of Executive Assistant to the Mayor Micah Alameda, as well as a first cousin to both Mayor <br />Kimo Alameda and Acting Director of the Department of Public Works Neil Azevedo. He also <br />disclosed that he is a Department of Hawaiian Home Lands (DHHL) beneficiary in Keaukaha. <br />Committee Members Ashley L. Kierkiewicz and Dennis "Fresh" Onishi spoke in favor of <br />Mr. Alameda's nomination.
