COUNTY OF HAWAFI <br />RESOLUTION NO. <br />STATE OF HAWAI`I <br />3! i 25 <br />A RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND COMMUNITY <br />DEVELOPMENT TO AWARD GRANTS FOR PROGRAMS ADDRESSING HOUSING <br />AND HOMELESSNESS. <br />WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code <br />1983 (2016 Edition, as amended) (hereinafter "the Code") provides that grants awarded "in <br />excess of $25,000 to nonprofit organizations shall specifically identify the organization receiving <br />the grant funds and the purpose for which the grant funds shall be used in a resolution"; and <br />WHEREAS, Chapter 2, Article 25, Section 2-136 of the Code defines "nonprofit <br />organization" as "an organization that is registered and in good standing in the State of Hawaii <br />as a nonprofit organization and maintains a 501(c)(3) charitable designation from the Internal <br />Revenue Service"; and <br />WHEREAS, Chapter 19, Article 11, Section 19-90 of the Code provides, in part, that no less <br />than $9,000,000 of residential tier two property tax revenue "shall be appropriated each year to <br />County -sponsored programs designed to address housing and homelessness"; and <br />WHEREAS, the Office of Housing and Community Development (hereinafter "OHCD") <br />wishes to award a total of $6,000,000 to the organizations and in the amounts as identified in Exhibit <br />A, attached hereto and incorporated herein by reference; and <br />WHEREAS, the organizations identified in Exhibit A are nonprofit organizations, as <br />defined hereinabove; and <br />WHEREAS, on July 23, 2025, OHCD issued a Request for Grant Applications for the current <br />fiscal year funding cycle; and <br />WHEREAS, after evaluating grant applications, OHCD nominates eight nonprofit <br />organizations to receive a total of twelve grant awards in the amounts and for the projects identified in <br />Exhibit A; and <br />WHEREAS, OHCD recommends approval of these grant awards in order to provide essential <br />community services and to carry out initiatives and programs in alignment with the priorities set forth <br />in the County's Strategic Roadmap for Homelessness and Housing, dated September 1, 2022; and <br />
