REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: December 2, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:00 P.M. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 619Bill No. 108 <br />Your Committee on Finance, to which was referred Bill No. 108, reports as follows: <br />Bill No. 108, transmitted by Battalion Chief Kilipaki Kanae via Communication No. 619, dated <br />October 31, 2025, amends Ordinance 24-45, as amended, the Operating Budget of the County of <br />Hawaii for the fiscal year ending June 30, 2026. <br />This bill increases revenues in the State Grants — State Emergency Medical Services account <br />($1,750,000); and appropriates the same to the following Emergency Medical Services accounts: <br />Salary and Wages ($749,000), Other Current Expenses ($90,000), and Equipment ($911,000). <br />Funds would be used for the opening of ambulance operations at Makalei Fire Station in Kailua-Kona <br />and six new positions. <br />Battalion Chief Kilipaki Kanae was present to answer any questions that the committee may have. <br />Committee Member Holeka Goro Inaba thanked Fire Chief Kazuo Todd, the Kailua and Makalei Fire <br />Stations, Mayor Kimo Alameda, and all of the Hawaii Island Legislators for providing testimony at <br />the State Legislature and stated that their concerted effort ensured the funding for these accounts. <br />Committee Members Dennis "Fresh" Onishi and Jenn Kagiwada provided comments of support. <br />Ms. Kagiwada also thanked the Fire Department for their hard work over the past week fighting <br />multiple structure fires around Hilo. <br />Your Committee on Finance is in accord with the purpose and intent of Bill No. 108, and recommends <br />its passage on first reading. <br />Ikh <br />AYES <br />NOES <br />ABS <br />EX <br />GALIMBA <br />X <br />HUSTACE <br />X <br />INABA <br />X <br />KAGIWADA <br />X <br />KANEALI`I-KLEINFELDER <br />X <br />KIERKIEWICZ <br />X <br />KIMBALL <br />X <br />ONISHI <br />X <br />VILLEGAS <br />X <br />Respectfully submitted, <br />ON FINANCE <br />TT KANEAi, I`I-KLEINFELDER, <br />fg-B2PORT NO.: 113 <br />ADOPTED: DEC 1 7 2025 <br />
