COUNTY OF HAWAI`I <br />STATE OF HAWAI`I <br />RESOLUTION NO. 429 25 <br />A RESOLUTION EXPRESSING THE HAWAI°I COUNTY COUNCIL'S PROFOUND <br />CONDOLENCES ON THE PASSING OF FIRE CHIEF KAZUO SCOTT <br />KU`IKA`ALEOPELEPOHAKALANI LEITHEAD TODD, HONORING HIS LIFE OF <br />PUBLIC SERVICE AND EXTRAORDINARY LEADERSHIP. <br />WHEREAS, the Hawaii County Council was deeply saddened to learn of the passing of <br />Fire Chief Kazuo Scott Ku`ika`aleoPelepohdkalani Leithead Todd on December 14, 2025; and <br />WHEREAS, Chief Todd died unexpectedly at the age of 45, leaving a profound void <br />within the Hawaii Fire Department, the County of Hawaii, and the fire service `ohana across <br />the State of Hawaii; and <br />WHEREAS, Chief Todd dedicated more than two decades to the people of Hawaii <br />County through steadfast service, leadership, and commitment to public safety; and <br />WHEREAS, Chief Todd's leadership extended statewide, including his service as Chair <br />of the State Fire Council, strengthening fire safety, preparedness, and resilience across Hawaii; <br />and <br />WHEREAS, Chief Todd will be remembered as a respected leader who led with <br />humility, compassion, and a deep sense of responsibility to his community, and who advocated <br />passionately for the brave men and women serving in the Hawaii Fire Department; and <br />WHEREAS, the Hawaii County Council recognizes that the work of a fire chief is <br />measured not only by emergencies met and lives saved, but also by the culture of readiness, <br />training, mutual aid, and public trust built over years of service, all of which Chief Todd <br />advanced with dedication and integrity; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that it <br />hereby extends its deepest condolences to the `ohana, loved ones, and colleagues of Fire Chief <br />Kazuo Scott Ku`ika`aleoPelepohakalani Leithead Todd and expresses its heartfelt sympathy to <br />all who grieve this loss. <br />
