COUNTY OF HAWAI`I STATE OF HAWAVI <br /> RESOLUTION NO. ;fit <br /> A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL <br /> YEARS TO ENTER INTO A MULTI-YEAR AGREEMENT FOR PROFESSIONAL <br /> CONSTRUCTION MANAGEMENT SERVICES RELATING TO THE HILO <br /> WASTEWATER TREATMENT PLANT UPGRADE PROJECT TO BE USED BY THE <br /> DEPARTMENT OF ENVIRONMENTAL MANAGEMENT. <br /> WHEREAS, Section 10-11 of the Charter of the County of Hawaii (hereinafter, "the <br /> Charter")provides, in part, that"any contract, lease or other obligation requiring the payment of <br /> funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made <br /> or approved by resolution"; and <br /> WHEREAS,the Department of Environmental Management wishes to enter a multi-year <br /> agreement with a term of six years for professional construction management services relating to <br /> the Hilo Wastewater Treatment Plant Upgrade Project (hereinafter, "the Project"); and <br /> WHEREAS,the Hilo Wastewater Treatment Plant is a critical piece of County <br /> infrastructure that requires essential upgrades to ensure long-term operational reliability and <br /> environmental compliance; and <br /> WHEREAS,the funds will be used to retain professional construction management <br /> services, including on-site inspection, quality assurance,project scheduling, and contract <br /> administration to ensure the facility is upgraded in compliance with environmental regulations <br /> and technical requirements; and <br /> WHEREAS, given the complexity and scale of the construction phase,the Project is <br /> anticipated to span multiple fiscal years; and <br /> WHEREAS, securing a multi-year management contract is necessary to provide <br /> continuity of oversight, mitigate project risks, and ensure that the County's interests are <br /> protected throughout the duration of the Project; and <br /> WHEREAS,the Department of Environmental Management estimates that the annual <br /> cost of this agreement will be $1,600,000; now, therefore <br />
