REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: February 17, 2026 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 9:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 731 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 731, reports as follows: <br />Communication No. 731, transmitted by Mayor C. Kimo Alameda, dated January 29, 2026, <br />requests the Council's review and confirmation of the nomination of Dwayne T. Mukai to the Liquor <br />Control Adjudication Board. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Mukai, who was present in the Hilo Chambers. <br />Committee Members Ashley L. Kierkiewicz and Matt Kaneali'i-Kleinfelder spoke in favor of the <br />appointment. Member Kaneali`i-Kleinfelder disclosed a business relationship, sharing that Mr. Mukai <br />has been his accountant in the past and was possibly still managing an account for one of his children. <br />Committee Chair Jenn Kagiwada asked Mr. Mukai if he is aware of the meeting schedule and will <br />be committed to attending meetings. Mr. Mukai said he was committed to being at the meetings. <br />Pursuant to Article VII, Chapter 3, Section 7-3.3 of the Hawaii County Charter, members of the <br />the Liquor Control Adjudication Board shall be appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose <br />and intent of Communication No. 731, and recommends confirmation of the appointment of <br />Dwayne T.
