No. 469-26 PLACE: Council Chambers Kailua-Kona, Hawaii TIME: 12:30 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 469-26, reports as follows: Resolution No. 469-26, transmitted by Director of Public Works Wesley R. Segawa, via Communication No. 733, dated February 5, 2026, authorizes and directs the Director of Public Works to issue a license for entry, landscaping, and maintenance of a portion of a right-of-way owned by the County. The resolution seeks to grant Kuakini Makai Association, Inc., a revocable license to enter, landscape, and maintain a portion of Kuakini Highway. Public Works Director Wesley R. Segawa was present in the Kona Chambers. Mr. Segawa shared that he supports this resolution and appreciates the efforts of the Kuakini Makai Association, Inc. to beautify the frontage of Kuakini Highway. Committee Member Heather L. Kimball shared that pursuant to the Hawaii County Code Section 2-119(b), the Council must consult with the Chief of Police. Interim Police Chief Reed Mahuna has provided the department's position of no comment or objections via email; however, the hard copy was not received in time for today's meeting. She further stated that communication from the department will be available at the next reading of this measure. Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of Resolution No. 469-26, and recommends its adoption.
