No. 28-01 <br /> PLACE: Council Chambers <br /> TIME: 10:30 A.M. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 28-01, reports as follows: <br /> Resolution No. 28-01, transmitted by Director of Finance William T. Takaba, via <br /> Communication No. 78, dated January 23, 2001, creates a Director Position and a Private <br /> Secretary Position for the Department of Environmental Management. <br /> An amendment to the Hawai`i County Charter was approved by a majority of Big Island's voters <br /> on November 7, 2000, to establish a Department of Environmental Management. <br /> Pursuant to Section 11-156 Hawai`i Revised Statutes, the County Clerk has certified that the <br /> proposed amendment was approved by a majority of the voters voting upon said amendment. <br /> Pursuant to Article V, Section 5-1.3(c), Hawai`i County Charter, the Mayor has the power to <br /> "create positions...for which appropriations have been made by the council...." <br /> Also, said Resolution authorizes funds to be transferred from the Sewer Fund to the Department <br /> of Environmental Management Regular Salaries and Wages account 010-671-5671.01. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 28-01 <br /> and recommends its adoption. <br /> SMC <br /> AYES NOES A&E EX <br /> Respectfully submitted <br /> CHUNG X <br /> PISICCHIO X COMMITTEE ON FINANCE <br /> ARAKAKI X <br /> ELARIONOFF X <br /> JACOBSON X d t <br /> LEITHEAD-TODD X <br /> SAFARIK x AARON S.Y.
