No. 33-01 <br /> PLACE: Council Chambers <br /> TIME: 10:30 A.M. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 33-01, reports as follows: <br /> Resolution No. 33-01,transmitted by Director of Finance William T. Takaba, via <br /> Communication No. 86, dated January 24, 2001, creates a Personnel Program Specialist position <br /> for the Department of Civil Service. <br /> An amendment to the Hawai`i County Charter was approved by a majority of Big Islands voters <br /> on November 7, 2000, to repeal Section 5-6.2 Safety Coordinator and to include the employee <br /> safety and workers' compensation programs under the duties of the Director of Civil Service. <br /> Therefore, the new Personnel Program Specialist will serve as the division head of the new. <br /> Health and Safety Division. <br /> Pursuant to Article V, Section 5-1.3(c), Hawai`i County Charter, the Mayor has the power to <br /> "create positions...for which appropriations have been made by the council...." <br /> Funds are available in the County of Hawai`i Department of civil Service, Regular Salaries and <br /> Wages account (010-151-5151.01-011). <br /> Some members of Your Committee had concerns whether the intent of the Hawai`i Charter <br /> Commission was to replace the Safety Coordinator's position or delete it. <br /> A motion to approve was made and seconded followed by a vote by the six members in <br /> attendance.
