Actin Division Chie 3 ~ i SUBJECT: Bill 280, Draft - 4 Relating to Signs and Advertising Comments from Planning Department Letter Dated 2/20/03. Sec. 3.61 (a) (1); Sec. 3.61 (a)(2)(b) - I see no problem with the amount of signs that they want to propose, however, I have a problem with the size of the signs as it relates to different sections of Kailua Village. It should be one size fits all. It makes the enforcement hard to do. Sec. 3.61(a)(3) (Projecting sign) -The term "public way" needs to be defined under Section 3-3. Definitions. Sec. 3-63 (Number of Signs) -This is dependent upon the zoning, in it allows for several types of sign to be used it just says one sign (Section 3-11). Unless I am interpreting it wrong you are allowed to have one each of the following in a commercial/industrial districts; ground sign; marquee sign; projecting sign; wall sign; window signs and painted window signs. Sec. 3-64(a)(3) Temporary Sign or banner - If it will be permitted for Kailua-Kona it should be permitted anywhere else on the island. ° Comments from Ted Pirsig, Letter dated 3/18/03. Sec. 3-12(5) Painted windows -This we have a problem with. In the old sign ordinance if it is on the exterior of the window it needs a sign, however, if it is on the interior of the window permit is not required. Window painting should be treated as a sign and limitations should be set. Sec. 3-64 prohibited signs -This is just limited to a certain district. It is hard to regulate. If it is prohibited in one district, it should be pr hibited throughout the entire island. No. ~ Ref.
