Summarizing the proposed revised Hawaii County General Plan process and
outputs to date.
~ _ c~_
2. The basic reasons for the delay in producing a final, approved General
Plan.
r_.:
3. Suggestions for resolving the challenges in #2, above, including
(proposed):
a) Naming a special, heterogeneous, non-partisan commission` to review J
the General Plan versions and the processes used to produce them, 1e
and reporting findings and recommended next steps to Mayor Kim,
the County Council, and the public--within 2 months of being named. -
b) Identifying an appropriate 'best practice' county plan to use for
comparison and as model. (The recent "g/11 Commission" is proof
that such non-partisan efforts can have positive effects.)
c) Consensus regarding afollow-up plan to address the above.
Non-partisan. Ask people to participate in the commission who generally
represent the ethnic, gender, and religious makeup of the County, planning

experts, land use-experts, and so on.
Mahalo for considering these ideas. Please let me know if any clarifications

are needed.

Aloha,

-Peter Heffron
Hilo, Hawaii
808-934-0527
heffron@hialoha.net
Comm.
