As you all <br /> probably know Mr. Cataluna was CEO and President, Hilo Coast Processing Company, President, <br /> Mauna Kea Agri-business- 1993. His biography states: <br /> 1993 Helped Pepeekeo Community Association strategize and organize to obtain $1 million from the State of <br /> Hawaii and $1 million from the County of Hawaii for a neighborhood center and athletic field." <br /> My hope is that Dr. Holschuh and other Council members will ask for a little audit of the funds that were spent <br /> on the Pepeekeo Community Association's neighborhood center to be current and up to date on the matter. <br /> I know that sometimes funds that were approved or granted by the State and County sometimes end up being <br /> moved around in the general fund. For example, the County received approximately $120,000 from an EPA <br /> grant to rewrite the County's grading and grubbing statute- HCC Chapter 10 (Erosion and Sedimentation <br /> control). This was to help eliminate non-point source pollution in our coastal waters. The former Council <br /> approved use of tfiose funds for an emergency expense unrelated to the grant. I know this is common practice <br /> and I am assuming this is allowed as long as Chapter 10 is revised in accordance with the grant. <br /> Therefore, I would hope that a small audit would show that $2 million was either spent on the Pepeekeo <br /> Community Association neighborhood center or, in the case of an outstanding balance, funds from the general <br /> fund could be recommitted to help finish the facility sometime in the near future. It is clear that the members of <br /> the Pepeekeo neighborhood are enthusiastic, energetic, and fully willing to be responsible parties as best they <br /> can to help maintain facilities in their community.
