Feb.16,2004
To: Hawaii County Council
From: Mike Sakamoto
331 Lu Hau Place
Hilo, Hawaii 96720
Subject: OPPOSITION TO Bill #356:
Dear County Council Members;
My name is Mike Sakamoto and I'm a fisherman and outdoors
man and have lived in Hawaii ail my life. And all I'm asking is

to be allowed access to the shoreline to fish.
At present the people of Hawaii are being inundated by other
Statewide legislative bills trying to keep us from the shoreline
and the ocean. Bills such as Senate Bill 78 introduced by our
own Senator Lorraine Inouye, would effectively shut down a
minimum of 20% of our shoreline from the high water mark out

to three miles around our island...forever.
Then we have House Bills 131, 170 and 796. House Bill 796

would attempt to close 42 shoreline miles in the Kona area to all

fishing out to three miles also.
Now we have private gated communities like Kahuku Ranch

which charges our people $300.00 for a weekend entry. This is

a weeks pay for some. When will it all end.
You were elected by the Peopie....you should take care of the
People. Thank you,
Mike Sakamoto
Fisherman
Hilo,Hawaii
Comm. No. j' • (
~rf. To: ProsWM QWNG
