Killam <br /> Re: (Bill 4, ra 5) AN ORDINANCE AMENDING CHAPTER 4 OF THE HAWAII COlJNTY <br /> CODE 1983 (1995 EDITION) RELATING TO ANIMALS <br /> 1 am Catherine Killam. I testified at the last hearing regarding the previous version of this Bill. I am grate- <br /> ful that some of my suggestions were added. Thank you. I would also like to commend the Council for the <br /> addition of the Spay Neuter Special Fund. I have several suggestions regazding the spay-Neuter Special <br /> Fund. <br /> Please consider having the funds disbursable by way of grants to any animal care center/ humane society <br /> operating in the County of Hawaii. This would allow more opportunities and ways of increasing spay/ <br /> neuters which could target problem areas, i.e., dumps, beaches and specific communities. A special Fund <br /> Committee could review grant applications and make recommendations to the Department of Finance. <br /> I have attached a sample Request for Proposals form as a possible model. <br /> I have also attached a possible model regarding the Fund Committee. <br /> I again would like to reiterate my concern about the animal cruelty fine. <br /> The minimum fine for auimal cruelty should be higher than those of auimal nuisance sec- <br /> tions. <br /> Cruelty is a human action and the seriousness should reflect it in a higher minimum fine. Abandon- <br /> ing an animal has created many of the problems that we are now dealing with. Please raise the minimum <br /> fine from $75.00 to $150.00 for Sections 4-17 Cruelty to animals, including dogs and cats and Section 4- <br /> 27Injuring or poisoning dogs. <br /> Pease also add "cats" to Injuring or poisoning dogs, Its absence implies that it is okay to poi- <br /> son or injure cats. <br /> In the future please also consider a required holding period for cats similar to dogs.
