Arakaki, Chair <br /> Hawaii County Council <br /> RE: A Bill for an Ordinance amending Article 3, Section 3-4 <br /> of the Hawaii County Charter relating to vacancies on the Council <br /> Presently, Article 3, Section 3-4, of the Hawaii County Charter regarding Council vacancies <br /> states: <br /> "If the vacancy occurs more than two years before the end of the term, and sixty days or <br /> more before the next regularly scheduled primary election, the council shall, through its <br /> clerk, immediately issue a proclamation announcing that candidates shall be nominated to <br /> fill the unexpired term of the office at a special primary election to be held...." <br /> Because members of the Council only serve for two years, most of this section of the Charter <br /> relating to a special election is moot. The attached bill deletes this and other inconsistent and <br /> conflicting sections of this article.
