No. 807Bi11 No. 261 <br /> <br /> PLACE: Council Chambers <br /> TIME: 10:28 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 261, reports as follows: <br /> Bill No. 261, transmitted by Council Vice Chair Virginia Isbell, via Communication No. 807, <br /> dated Apri14, 2006, seeks to initiate a charter amendment to section 12-2.1, chapter 2, article <br /> XII, of the Hawaii County Charter (2000), relating to impeachment of elected officers. <br /> Bill No. 261 proposes to raise the low threshold of registered voters required to bring the <br /> significant chazges for impeachment against an elected officer or officer appointed to a vacancy <br /> in any elected office and to provide that only those voters registered in the council district of a <br /> <br /> respective council member may bring charges to the circuit court when impeaching a district <br /> council member. <br /> The introducer of this bill believes these changes have been long overdue ever since the nine <br /> single-member voting districts were established by voters in 1990, and given the increase in <br /> <br /> voter population since impeachment provisions were established by voters in 1979, this <br /> amendment will bring equity for constituents as well as elected officers. <br /> Council Chair Stacy K. Higa, informed Your Committee prior to the next Council meeting, <br /> Council Chair will be doing reseazch as to whether impeach voters from a different district are <br /> allowed to remove a member from a single member district. He will also look into creating an <br /> amendment to make it pertaining to future Councils. <br /> A motion to approve was made and seconded, followed by a vote by the seven Members in <br /> attendance.
