REPORT OF THE
COMMITTEE ON FINANCE
DATE: September 6, 2006 Re: Comm. No. 1041/Res. No. 442-06
PLACE: Council Chambers
TIME: 10:35 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Resolution No. 442-06, reports as follows:
Resolution No. 442-06, transmitted by Director of Finance William Takaba, via Communication
No. 1041, dated August 22, 2006, creates a Civil Engineer IV position for the Department of
Public Works.
This position is essential to achieve the departmental goal of providing improvements to County
roads, flood control and public service facilities to support the public's transportation and safety
needs in a timely manner. The purpose of this position is to increase the Department of Public
Works' ability to deliver Capital Improvement Program (CIP) projects and design services for its
Highway Maintenance, Traffic, and Building Divisions since there is an anticipated steady
source of CIP funding combined with Fuel Tax revenues to back future proposed projects. It's
their goal to double the number of projects they can contract out each year for the next 10 years
or until they can catch up with the County's deteriorating and inadequate infrastructure.
Funds will be made available in the Department of Public Works Engineering Division's Regular
Salazies and Wages account.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"Create positions...for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 442-06
and recommends its adoption.
smc
noes noes n&e ex Respectfully submitted,

• ARAKAKI X
HtcA x COMMITTEE ON FINANCE
HOFFMANN X
HOLSCHUH X i
IKEDA X V
ISBELL X
.?ACOSSON x VIRG IA ISBELL, CHAIR
P~LAGO X FC REPORT NO. 332
SAFARIK X ADOPTED: SEP T O ?OUB
