X32 n6 <br /> RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF STATE <br /> FUNDING APPROPRIATED BY THE STATE LEGISLATURE PURSUANT TO <br /> <br /> ACT 281, SESSION LAWS OF HAWAII 2006, FOR NON-SCHOOL HOUR <br /> PROGRAMS FOR CHILDREN AND YOUTH <br /> WHEREAS, the State of Hawaii Legislature enacted Act 281, Session Laws of Hawaii <br /> 2006, which appropriated, in part, $52,000 to the County of Hawaii towards non-school hour <br /> programs for children and youth; and <br /> WHEREAS, these funds represent the 13% that was allocated to the County of Hawaii in <br /> Fiscal Year 2007 based on the number of children younger than 18 years of age residing in the <br /> county; and <br /> WHEREAS, the legislature had found that there is widespread agreement about the <br /> importance of establishing safe, structured learning environments for children and youth during <br /> non-school hours as statistics show that rates of juvenile crime, drug use, and experimentation with <br /> tobacco, alcohol and sex increase when older children are left unsupervised; and <br /> WHEREAS, these funds will be used by the Recreation Division of the Department of Parks <br /> and Recreation for Spring Intersession programs in communities where 50% or more of the school <br /> students are eligible for free or reduced lunch; and <br /> WHEREAS, these funds will also be used to hold Tour the Island Sports Clinics and <br /> camping trips in each of the five recreational districts: South Hilo, Hamakua/North Hilo/Rural South <br /> Hilo, North/South Kohala, Kona, and Puna/Ka'u; and <br /> <br />
