<br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN
<br />
<br /> AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE,
<br /> STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE FY 2006
<br /> HOMELAND SECURITY GRANT PROGRAM
<br /> WHEREAS, the State of Hawaii Department of Defense, State Civil Defense has been
<br /> awarded the FY 2006 Homeland Security Grant Program (HSGP) funds from the Department of
<br /> Homeland Security, Office of Grants and Training; and
<br /> WHEREAS, these funds, being granted to the Hawaii County Civil Defense Agency, are
<br /> provided to prevent, deter, respond to, and recover from threats and incidents of terrorism; and
<br /> WHEREAS, the FY 2006 HSGP funds integrates funding for three programs for Hawaii County:
<br /> 1) State Homeland Security Program (SHSP); 2) Law Enforcement Terrorism Prevention Program
<br /> (LETPP); and 3) Citizen Corps Program (CCP); and
<br /> WHEREAS, SHSP is a core homeland security assistance program that provides funds to build
<br /> capabilities at the State and local levels through planning, equipment, training, and exercise activities
<br /> and to implement the goals and objectives included in Homeland Security Strategies; and
<br /> WHEREAS, the SHSP funds will be used specifically for the Hawaii Wireless Connectivity
<br /> Initiative or the major system integration and modernization to attain an operable public safety
<br /> responser wireless environment while simultaneously building out the existing interagency
<br /> interoperability and for the Mass Casualty and Catastrophic Event Enhancement Initiative that
<br /> develops a comprehensive statewide Fire, EMS, HazMat, and Urban Search and Rescue program
<br /> what provide a timely and effective response to routine Chemical, Biological, Radiological, Nuclear
<br /> and Explosive [CBRNE] incidents and catastrophic events; and
<br /> WHEREAS, the LETPP provides law enforcement communities with enhanced capabilities for
<br /> detecting, deterring, disrupting, and preventing acts of terrorism; and centers on prevention efforts
<br /> which include information gathering and recognition of indicators and warnings, law enforcement
<br /> investigation and operations, intelligence analysis and projections, CBRNE detection,
<br /> intelligence/information sharing and dissemination, and critical infrastructure protection; and
<br /> WHEREAS, the initiative for the LETPP is for a State and County Law Enforcement Operations
<br /> that will augment, establish, and provide a Statewide Law Enforcement Command, Control,
<br /> Intelligence, Surveillance, and Training capability with an all hazards mobile response system; and
<br /> WHEREAS, the Citizen Corps funds are to support the Citizen Corps Councils with efforts to
<br /> engage citizens in all-hazards prevention, protection, response and recovery and these efforts include
<br /> planning, and evaluation, public education and emergency communications, training, exercises,
<br /> volunteer programs and activities to support emergency responders, and providing proper equipment
<br /> to citizen volunteers; and
