REPORT OF THE
COMMITTEE ON PUBLIC SAFETY AND PARKS AND RECREATION

DATE: Januazy 23, 2007 RE: Comm. No. 1182/Res. No. 522-06

PLACE: Council Chambers
333 Kilauea Avenue, 2"d Floor
Hilo, Hawaii
TIME: 12:30 p.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Safety and Parks and Recreation, to which was referred
Resolution No. 522-06, reports as follows:
Resolution No. 522-06, transmitted by Assistant Corporation Counsel Gerald Takase via
Communication No. 1182, dated October 19, 2006, accepts the dedication of Lot 129 in the
Pualani Estates Subdivision, Phase 1, identified as Tax Map Key: (3)7-5-041:052, situate at
Puapua`aiki and Puapua`anui, District of North Kona, County and State of Hawaii from
D.R. Horton-Schuler Homes, LLC, for pazk purposes.
On November 28, 2006, Your Committee on Public Safety and Pazks and Recreation postponed
Resolution No. 522-06. Former Council Member Virginia Isbell was concerned that the
development was still ongoing and had questioned whether or not the road into the park was
available to the public. Mr. Takase recommended postponement as the Department of Public
Works stated that there were some road issues that still needed to be resolved before the County
could accept the park. Ms. Isbell also raised concerns over the discoloration of the turf grass.
On January 23, 2007, Resolution No. 522-06 was placed back on the Public Safety and Parks and
Recreation Committee agenda. Pat Engelhard, Director of the Department of Parks and
Recreation, stated that the discoloration of the turf grass was due to lack of nutrients, which
could be remedied by regular fertilizing; therefore, the department is willing to take on the park
improvements. Ms. Engelhard urged the Council to accept the dedication of the pazk to the
County of Hawaii Department of Pazks and Recreation.
(Note: The concerns regazding the road issues will be addressed by Resolution No. 523-06, which
accepts the dedication of roadways in the Pualani Estates Subdivision. This resolution will be
taken up at a later date by the Committee on Public Works and Intergovernmental Relations.)
PSPRC Report No. 1
