Our "in house" test study showed that approximately 25% of the traffic <br /> at the Honalo Junction was traveling along Upper Mamalahoa Hwy Route 180 while 75% was <br /> traveling along Kuakini Hwy Route 11 at the intersection. Drivers along Route 11 were allowing <br /> vehicles from Route 180 access onto Route 11 thus causing a rippling queuing effect along <br /> Route 180. Prohibiting this side road access by restricting the left turn movement allowed the <br /> traffic to flow smoother and the time spent traveling through this area was noticeably reduced. <br /> We ask for your review and consideration for adoption of the subject amendment.
