This <br /> would amend paragraph 27-18(3)(F), found on page 22 of Bi11 151, by adding the following <br /> phrase before the last sentence in the paragraph: <br /> "This paragraph shall not apply to special flood hazard zones V and VE." <br /> The additional language, which is underlined and bolded, would appear as follows within the <br /> existing language of paragraph 27-18(3)(F): <br /> "F. Within areas where the grade of the natural elevation of the ground surface prior to <br /> construction exceeds ten percent, filling, grading, and other development which <br /> may increase flooding or erosion hazards shall be prohibited unless a professional <br /> civil engineer licensed in the State of Hawaii certifies that the development will <br /> contain its own runoff and not increase flooding or erosion in other areas. Creation <br /> of impermeable surfaces on such sloping areas will be limited to no more than forty <br /> percent of the total land area of any lot or proposed new subdivision. Any measures <br /> to be implemented in order to prevent or decrease run-off or erosion shall be clearly <br /> shown or described on the grading or infrastructure construction plan. This <br /> paraHraph shall not apply to special flood hazard zones V and VE.
