.~f„t~ ar p~_ t{: •IJig COUNTY OF HAWAII STATE OF HAWAII Of ~M'~,~ RESOLUTION NO. 352 0'7 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) WHEREAS, the South Kona Community Emergency Response Team (SKCERT) was organized as a 501(c)3 nonprofit organization in January 2005; and WHEREAS, SKCERT members are trained in light search and rescue, triage, first aid, and small fire suspression, and perform these first responder functions during disaster incidents whenever the professional first responders are unavailable or in support of professional first responders when they are overwhelmed by the magnitude of the disaster; and WHEREAS, SKCERT members previously identified communication needs and CERT training to be the highest priorities in the event of a disaster; and WHEREAS, during the October 15, 2006 Earthquake that caused over $113,000,000 in personal and County property damage and disrupted all public communications for more than two hours, SKCERT was unable to contact the Hawaii County Emergency Operations Center, and therefore, deployed to assist the mauka community in Kona; and WHEREAS, it is imperative that the SKCERT be able to contact the Hawaii County Emergency Communication Center and maintain contact with SKCERT Search and Rescue teams; and WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to the Department of Civil Defense to be used to help the South Kona Community Emergency Response Team to defray the cost to purchase an amateur radio system (HAM) with base and mobile stations, and handheld units to be operated by licensed operators during emergency situations and disaster response; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000
