North Kona, I lawaii "I~MK: 7-d-3: 7, reports as <br />follows: <br />Bill No. 103 amends Section 25-8- ~ (North kona Zonc Map)_ Article R, Chapter 2~ (Coning Code) <br />of the Hawaii County Code. by changing the district classification liir approximately ? 1.725 acres <br />of land from an Agricultural (A-20a) to a Family Agricultural (FA-3al and Agricultural IA-l0a) <br />zoned district. <br />~T~he rectangular-shaped subject property, owned in ice by JohnMatucha and Stel~anic Delmont. is <br />located in Kealakehe Homesteads. approximately 700 Icet east of Mamalahoa I lighway bordering <br />the Upper Government Road and two homestead roads, and approxinr~tclc 500 feet south of the <br />Makua Lani Christian Science School and one mile southeast from the Mamalahoa I lighway- <br />Palani Road junction. 'The owners of the property have authorized the applicant to submit this <br />change of zone rcyuest; and Mr. Duscl. is a potential purchaser ofa portion of the project site. <br />The applicant is seeking to subdivide the subject parcel imo two lots consisting of approximately <br />3 acres and 18.726 acres respectively. ~fhe applicant intends to purchase the three-acre parcel ui <br />construct a home and to improve the site into a fruit orchard and coffee I~rrm. "I'hc remainder of <br />the subject parcel will be retained by the present owners, who intend to utilize a portion of the site <br />for cattle grazing. Although a request to construct an additional farm dwelling could have been <br />submitted, the application Ibr subdivision enables the applicant to obtain financing on his own and <br />provides lirture conveyance ilexibilih'. <br />~fhe State Land Use designation is Agricultural. The LUPAG map designation is Orchards. which <br />include those agricultural lands though rocky in character and content support produc~icc <br />macadamia nuts, papaya, citrus and other similar agricultural products. <br />I~he Kona Regional Plan adopted b} the Planning Commission in April 198a recommends that the <br />project site maintains its cun~ent Agricultural designation and its minimum 30-acre lot sizes. <br />l~he subject parcel is not situated within the Special Management Arra. <br />Surrounding lands between the project site and the Mamalahoa 1lighway arc zoned A-la b~ the <br />County with lot sizes ranging ti~om a half-acre to lire acres.
