No. 699/Bill No. 299 <br />PLACE: Councilroom <br />TIME: 2:47 p.m. <br />Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was refereed Communication No. 699 and Bill No. 299, <br />transmitted by Mayor Harry Kim, dated July 8, 2004, regarding a State Land Use Boundaries <br />Amendment application by Westpro Development, Inc. at Ooma ]s`'North Kona, Hawaii, TMK: <br />7-3-10:3 reports as follows: <br />Bill No. 299 seeks to change the State Land Use Boundaries Map H-2, by changing the District <br />Classification for approximately 10.00 acres of land from the Agricultural to Urban District. <br />Communication No. 699 reports the Hawaii County Planning Commission, as required by the <br />Hawaii County Charter, Chapter 4, Section 6-4.3(C), considered the above request and <br />accompanying Bill 300 on June l8, 2004. At this meeting, the Commission concurred with the <br />Planning Director's favorable recommendation for your approval of this matter. Communication <br />No. 699, in synopsis, also reports the Planning Director's findings and recommendations as the <br />following: <br />The applicant, Westpro Development, Inc. is requesting a State Land Use Boundary <br />Amendment from Agricultural to Urban for approximately 10.00 acres of land identified <br />as TMK: 7-3-10:3. The applicant is the owner of the property. Map "Exhibit A" further <br />delineates the parcel. <br />2. The property was created as part of Subdivision Application 2002-0051, which <br />subdivided a 50-acre parcel into four lots ranging in size from 10 to 13 acres each. <br />3. The applicant intends to construct a 100-unit affordable multi-family housing project that <br />will be called Lokahi Ka'u. The multi-family buildings are proposed to be two stories in <br />height. The units are proposed to be approximately 1,175 square Feet in size and will <br />include 2 bedrooms and 2 bathrooms in each unit. The estimated cost of the project is <br />expected to be between $15,000,000 and $20,000,000. <br />4. All utilities are or will be made available to the property as part of this project. <br />5. The approval of the State Land Use Boundary Amendment from Agricultural to the <br />Urban District will not be violative of Chapter 205, Hawaii Revised Statutes and is <br />supportive of the Hawaii State Plan and the Hawaii County General Plan based on the <br />following: <br />PC Report No. 10'L <br />
