No. 232-04 <br />PLACE: Council Chambers <br />TIME: 10:05 a.m. <br />Council Chair and Memhers <br />Respectfully submitted <br />I Iawai'i County Council <br />Hilo, tiawai'i 96720 <br />Your Committee on finance, to which was referred Resolution No. 232-04, reports as follows: <br />Resolution No. 232-Od, transmitted ,jointly with Bill No. 315 by Director of finance William Takaba, <br />via Communication No. 742. dated September 1. 2004, authorizes the Office of the Mayor to enter into <br />an agreement with the State of Hawaii Department of Health for the Beverage Container Deposit <br />Program grant. <br />fhe State of Hawaii Department of Health (DOH) has authorized a $250,000 grant to the County of <br />Hawaii for its Beverage Container Deposit Program, which under the law, must be implemented by <br />January 1.2005. DOH recognized it would be more advantageous to have each county be responsible <br />(in' developing and monitoring its own program, rather than having the neighbor islands under the <br />control of the State; therefore, the Department of Environmental Management Division of SOlid <br />Wastes Recycling Program has been requested to assume responsibility for implementing and <br />monitoring the program. <br />Pursuant to Section 46-7. Hawaii Revised Statutes, county departments must obtain the consent of the <br />council to enter into agreements with the federal or state governments respecting action to be taken <br />pursuant to any of the powers granted by law to furnish, expend and receive any funds or other <br />assistance in connection with prgjects being or to be undertaken pursuant to those powers. <br />During its discussion. Your Committee learned that the Beverage Container Deposit Program does not <br />extend to all glass, it covers basically only beer and soda glasses. Most water, coffee and tea beverages <br />are not sold in glasses.
