REPORT OF THE
COMMITTEE ON PUBLIC WORKS &
INTERGOVERNMENTAL RELATIONS
DATE:
PLACE:
TIME:
October 5, 2004
Councilroom
9:04 a. m.
RE: Communication No. 766/Bill No. 324
Chair and Members
Hawai `i County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 766 and attached Bill No.
324, reports as follows:
Communication No. 766 and attached Bill No. 324 is from Thomas Brown, Transit Administrator, dated August 9, 2004, proposing
amendments to Section 18 ofthe Hawaii County Code to allow the transit administrator to establish promotional bus fares for a temporary
period and to designate a Kona district transportation free zone. The purpose of Bill No. 324 is to amend Section 1. Chapter I $ Article 4,
Division I, Section 18-9Q, (Fares), of the Hawaii County Code 1983 (1995 edition), by adding a new subsection to read as follows:
(g) Promotional fares. The Transit Administrator may establish fares on a temporary basis for a period not to exceed 90 (ninety)
calendar days for bus routes and services.
(h) Kona district transportation free zone.
(I) The purpose of this subsection is to assist in alleviating traffic congestion in [he Kona district.
(2) The Kona district between Kealia (Fujihara Store), and Kalaoa (Makalei Golf Course Road), shall be a transportation free
zone. Riders boarding and alighting any public transit vehicle operated by the County of Hawaii or its designee within
the two areas shall ride free of charge.
(3) The transportation free zone shall not apply to County contracted shared-ride taxi services, County operated curb to curb
van services, or County operated non-scheduled bus services.
(4) This subsection shall terminate two years after approval. Prior to its termination, the Transit Administrator shall report to
the Hawaii County Council on the impact of its implementation.
Your Committee discussed options for amending the proposed legislation to allow designation of additional "transportation kokua zones",
rather than "transportation free zones", in other districts with traffic congestion or economic problems. One option discussed by Chair
Safarik is to allow the transit administrator to designate the transportation free zones for one year with a requirement [hat the transit
administrator deliver a progress report [o the Council within one year. Your Committee agreed that the transit administrator will work with
Council Member Tyler and the Committee staff to draft such amendments for review by the Council.
Your Committee is in accord with [he purpose and intent of Bill No. 324 and recommends its passage on first reading.
AYES NOES A&E EX
ARAKAKI X
CHUNG X
ELARIONOF'F X
HOLSCHUH X
JACOBSON X ~''
REYNOLDS X
SAFARIK X ''
TULANG X
TYLER X
Respectfully submitted,
COMMITTEE ON PUBLIC
INTERC~VtRNMENTAL
GARY
PWIRC REPORT NO. 60
ADOPTED: OCT 2 2O~A
