No. 250-04 <br />PLACE: Council Chambers <br />'DIME: 1:25 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Ilawai'i 96720 <br />Your Committee on Finance, to which was referred Resolution No. 250-04, reports as follows: <br />Resolution No. 250-04, transmitted jointly with Bill No. 347 by Director of Finance <br />William Takaba, via Communication No. 797, dated October 1, 2004, authorizes the Office of <br />the Mayor to enter into an agreement with the }{awai`i Community Foundation (HCF) for the <br />Community Oriented Policing Services (COPS) grant. <br />The I ICE through the U.S. Department of Justice has authorized a $200,000 grant to the Hawaii <br />County Police Department, in connection with the Hawaii Island Meth Initiative grantmaking <br />project a partnership between the two parties. These funds will be used to purchase needed <br />equipment for the Department's Crime Laboratory and to train the criminalists to assist the <br />department in its current "war" against the ice epidemic. <br />Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent <br />of the council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to he undertaken pursuant to those <br />powers. <br />Your Committee agreed that more funds are needed for training, equipment and facilities to <br />assist Hawaii Police Department in its fight against the ice epidemic. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution No. 250-04 <br />and recommends its adoption. <br />smc <br /> nt r:v vors nd~r: nus <br />('HUN(: X <br />SAFARIK X <br />ARAKAKI X <br />ELARIONOFF X <br />HOLSCHUH X <br />JACOBSON X <br />REYNOLDS X <br />TULANG X <br />TYLER X <br />Respectfully submitted <br />ON FINANCE <br />AARON S.Y.
