<br /> <br /> <br /> <br /> AL SMITH Phone: (SOS) 961-8267 <br /> Vice Chairman f FAX: (808) 969-3291 <br /> <br /> +FF OFNP+1 <br /> <br /> COUNTY COUNCIL <br /> County of Hawaii <br /> Hawaii County Buildint <br /> 25 Aupuni Streel <br /> <br /> May 14, 1998 Hilo, Hawaii 96720 <br /> <br /> <br /> <br /> TO: Chairman Arakaki and Members <br /> of the Hawaii County Council <br /> FROM: Al Smith (x <br /> <br /> SUBJECT: RESOLUTION SUPPORTING THE NATIONAL ASSOCIATION OF COUNTIES' (NACoI <br /> PLATFORM ON THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT <br /> (ISTEA). <br /> Attached for your consideration is a resolution in support of the National Association of Counties' Platform on the <br /> Intermodal Surface Transportation Efficiency Act (ISTEA) along with a NACo Fact Sheet. <br /> The Intermodal Surface Transportation Efficiency Act or ISTEA was originally passed in 1991 and was authorized <br /> to provide $156 billion over a six year period for highways and transit systems and provide for a more flexible <br /> program with an enhanced role for local government officials. The program expired in September 1997. Congress <br /> failed to reauthorize ISTEA in 1997. Congress did, however, pass a six-month extension to keep funds flowing to <br /> local and state governments. <br /> Throughout our nation, counties own 1.7 million miles of roads, 219,000 bridges and operate one-third of our <br /> nation's transit systems. While counties invest billions of dollars to build and maintain these systems, there remains <br /> substantial need for federal funds to supplement the county investment in these systems. <br /> <br /> Congress is once again considering the reauthorization of ISTEA. NACo supports the following key points <br /> regarding the reauthorization of ISTEA: <br /> • Increased funding or highways, bridges, and mass transit. <br /> <br /> • Retention of existing ISTEA program structure, specifically those programs which have provide <br /> finds to county governments the surface transportation program, the bridge program, and the <br /> transit program. <br /> • Strengthened role for both urban and rural counties in the planning and project selection process. <br /> • Removal of the highway and transit trust fund from the unified budget or similar proposals to <br /> spend more of the gas tax revenues collected in the trust fund <br /> The purpose of this resolution is to express Hawaii County's support for the reauthorization of ISTEA and of <br /> NACo's platform on ISTEA.
