REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: March 18, 1997 RE: COMM. NO. 175 <br /> PLACE: Councilroom <br /> TIME: 1:36 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 175 <br /> and attached Bill No. 53, reports as follows: <br /> The purpose of Bill No. 53 is to amend Chapter 24, Article 1Q Section 24-280, Schedule 28 to <br /> prohibit parking along S. Iwaiwa Street in Hilo. <br /> Communication No. 175 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated <br /> February 20, 1997, which transmits Bill No. 53 to the Council for its consideration. <br /> In Communication No. 175, the Chief Engineer states that they received a request to prohibit <br /> parking on both sides of S. Iwaiwa Street. The Chief Engineer further states that this roadway is <br /> approximately nine feet wide with a one to two foot shoulder on the mauka side and adrop-off <br /> on the makai side. Parked cars along this narrow street restrict ingress and egress from <br /> driveways and make it difficult for emergency vehicles to pass through. <br /> Your Committee first discussed this matter during its March 6, 1997 meeting. At this meeting <br /> Council Member Leithead-Todd expressed concern about the impact of this proposed change <br /> upon the residents of S. Iwaiwa Street. Your Committee deferred this matter until its next <br /> meeting. <br /> Your Committee resumed discussion on this matter during its March 18, 1997 meeting. At this <br /> time Your Committee considered Communication 175.01, provided by Mr. Richard Nishimura <br /> of the Department of Public Works, which contains a request from seven residents of S. Iwaiwa <br /> Street that a no parking sign be installed on S. Iwaiwa Street.
