REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: March 18, 1997 RE: COMM. NO. 176 <br /> PLACE: Councilroom <br /> TIME: 1:36 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 176 <br /> and attached Bill No. 54, reports as follows: <br /> The purpose of Bill No. 54 is to amend Chapter 24, Article 10, Section 24-267, Schedule 15 to <br /> extend the existing one-way traffic pattern along Kinoole Street from Ponahawai Street to <br /> Kukuau Street. <br /> Communication No. 176 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated <br /> <br /> February 20, 1997, which transmits Bill No. 54 to the Council for its consideration. <br /> In Communication No. 176, the Chief Engineer states that the Department of Public Works <br /> Traffic Division believes that extending the one-way traffic pattern along Kinoole to Kukuau <br /> Street will significantly improve traffic flow at the intersection of Ponahawai and Kinoole, allow <br /> <br /> more pazking for businesses and residents along this section of Kinoole Street, and will make it <br /> easier to cleaz the lanes fronting the Central Fire Station of traffic during emergency situations. <br /> <br /> Your Committee first discussed this matter during its March 6, 1997 meeting. At this meeting <br /> <br /> Richazd Nishimura of the Department of Public Works Traffic Division spoke in favor of the <br /> <br /> proposal. Your Committee heazd from Jay Enanoria of the Police Department that the Police <br /> <br /> Department had concerns with this proposal and received a statement, Communication <br /> No. 176.0], from Roxanne Aburamen, Vice-President of the Hilo Downtown Improvement <br /> Association (DIA) which likewise expressed their concerns. The DIA opposed the proposal <br /> <br /> because it would move the mauka entrance to Downtown Hilo to Ululani Street, two blocks <br /> <br /> further down Kinoole. <br /> To allow time for further discussion on these concerns, this matter was deferred until Your <br /> Committee's next meeting. <br /> Your Committee resumed discussion on this matter during its March 18, 1997 meeting. <br /> At the meeting Richazd Nishimura, of the Department of Public Works Traffic Division, <br /> informed Your Committee that the Police Department would like to monitor the effect of the <br /> present traffic pattern after the reopening of the Kilauea Bridge. Consequently, passage of this <br /> Bill is not needed at this time. <br /> <br />
