Yamashiro per Communication No. 878, dated May 29, 1998, regarding the change of zone <br /> request by Iris H. Kuwaye at Waiakea, South Hilo, Hawaii, TMK: 2-2-21:18, reports as follows: <br /> Bill No. 260 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code, by changing the district classification for approximately <br /> 12,520 square feet of land from a Double Family Residential (RD-3.75) to a General Commercial <br /> (CG-]0) zoned district. <br /> The rectangular shaped property, owned in fee by Iris Kuwaye, Yoshinobu Kuwaye and Michie <br /> Kuwaye, is comprised of two lots and is located on the southeast corner of the Mohouli and Lei <br /> Streets intersection, across the Chiefess Kapiolani School and Park. By letter of authorization, <br /> Yoshinobu Kuwaye and Michie Kuwaye have granted permission to Iris Kuwaye to file this <br /> request. <br /> The applicant is requesting the change of zone in order to construct a small office building. State <br /> Farm Insurance will be the primary tenant and there will be additional space for possibly two <br /> other small tenants. The subject property is in an area with various existing commercial uses <br /> along Mohouli Street. <br /> The proposed structure will be a 45-foot, two-story rectangular-shaped building consisting of <br /> approximately 2,800 squaze feet. A total of 17 parking spaces, including one handicapped- <br /> accessible stall, are proposed to be located along Lei Street. <br /> Although the previous access to the site was from Lei Street, the applicant proposes access to the <br /> property from Mohouli Street. However, the Department of Public Works recommends no <br /> vehicular access onto Mohouli Street due to the proposed location of the driveway which would <br /> be approximately 20 feet from the Mohouli and Lei Street intersection. Also, the portion of <br /> Mohouli Street fronting the subject property is often congested with cars as school children are <br /> dropped off and picked up at the curb, and there is very limited on-street parking, as school <br /> traffic heavily uses these parking areas. The Department of Public Works recommends that the <br /> applicant provide improvements to the frontage along Mohouli Street and Lei Street consisting <br /> <br /> of, but not limited to, a reconstructed concrete curb and full width sidewalk.
