REPORT OF THE FIRST JOINT COMMI'CTEE MEETING ON PLANNING, <br />FINANCE, AND PUBLIC WORKS ANll INTERGOVERNMENTAL RELATIONS <br />DATE: March 11, 2008 Re: Comm. No. 1007/Bill No. 240 <br />PLACE: Sheraton Keauhou Bay Resort & Spa <br />78-128 `Ehukai Street <br />Kailua-Kona, Hawaii <br />TIME: 8:27 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />I-Iilo, Hawai`i'96720 <br />Because this item was one of several items on three committee agendas which were related, Bill <br />No. 240 was postponed to a Joint Committee Meeting on Planning, Finance, and Public Works <br />and Intergovernmental Relations, which was convened at the end of the scheduled committees <br />for the day. The Chairman of each committee consecutively called the meetings to order and <br />relinquished their respective chairs to Council Chair Pete Hoffmann. <br />Your Committee on Finance, to which was referred Bill No. 240, reports as follows: <br />Bill No. 240, transmitted by Director of finance William Takaba, via Communication No. 1007, <br />dated February 4, 2008, amends Ordinance No. 07-83, as amended, the Capital Budget, ending <br />June 30, 2008, by adding the following project: <br />PUBLIC WORKS: <br />Mamalahoa Bypass Mitigation Measures <br />(110.399.5397.44) <br />$500,000 <br />Funds for this appropriation increase shall be provided from: <br />Pair Share Contributions (Fund Balance -Designated) $500,000 <br />The project proposes to use fair share assessment funding to construct traffic calming <br />improvements on Ali`i Drive and Haleki`i Street to mitigate the anticipated increase in vehicle <br />traffic caused by the opening of the Northern portion of the Mamalahoa Bypass. Opening the <br />Northern portion of the Bypass, along with the use of Haleki`i Street makai of Kona Scenic Park; <br />would provide South Kona motorists with an alternate route when traveling through Honalo, <br />Kainaliu, and Kealakekua towns. <br />Committee Member Pete Hoffmann made a motion to postpone this measure to the <br />March 11, 2008 Committee on'Pinance meeting to provide the Department of Public Works time <br />to put in place the safety improvements on Ali`i Drive and Haleki`i Street due to the anticipated <br />vehicle traffic caused by the opening of the Northern portion of the Mamalahoa Bypass. <br />JC-PWIRC; FC & PC REPORT NO. 5 <br />
