~ <br /> REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: July 1, 1997 Re: C-355 <br /> PLACE: Councilroom <br /> TIME: 9:15 a. m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 101, transmitted by Mayor Stephen <br /> K. Yamashiro via Communication No. 355, dated June 5, 1997, regarding the change of zone <br /> request by K. Taniguchi Ltd. at Waiakea, South Hilo, Hawaii, TMK: 2-2-40:7, reports as <br /> follows: <br /> Bill No. 101 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code, by changing the district classification for approximately 2.00 <br /> acres of land from Single Family Residential-10,000 square feet (RS-10) to Neighborhood <br /> Commercial-10,000 square feet (CN-10) zoned district. <br /> <br /> The subject property is located along the east side of Kilauea .Avenue adjacent to the existing <br /> <br /> KTA and Puainako Shopping Centers which the applicant intends to construct an additiona1211 <br /> <br /> parking stalls to accommodate employee and customer pazking for the existing KTA Shopping <br /> <br /> Center. <br /> <br /> The proposed parking is being provided due to the elimination of a number of stalls resulting <br /> from the planned ingress/egress on Kanoelehua Avenue and to accommodate the increased <br /> <br /> demand for customer pazking created by retailers who generate high turnover traffic within the <br /> shopping complex. <br /> <br /> The subject property consists of two separate legal parcels, each containing 1.00 acre in size and <br /> identified as TMK: 2-2-40:7 and 8. According to the Real Property Tax Division, in 1968, the <br /> <br /> area of Parcel 8 was dropped into Pazce17, resulting into a 2.00 acre pazcel. The Planning <br /> Department has no record of the consolidation of Parcels 7 and 8. <br /> The subject property is primarily vacant but a small portion is utilized for temporary unimproved <br /> pazking area for the employees of the KTA Shopping Center. An existing 50-foot wide vehiculaz <br /> access with a 28-foot wide pavement, traverses within the subject property's northern boundary <br /> and has been utilized by the general public for ingress/egress purposes for both the KTA <br /> Shopping Center and the Puainako Shopping Center. <br /> Access to the subject property will be via the existing 50-foot wide private vehiculaz access <br /> roadway which runs perpendicular to Kilauea Avenue, which has a 36-foot wide pavement <br /> within a 60-foot wide right-of--way. According to the City of Hilo Zone Map and the General <br /> Plan Facilities Map, Kilauea Avenue is reflected to be widened to an 80-foot wide right-of--way. <br /> PC REPORT NO. 66 <br /> <br />
