Yamashiro per Communication No. 267 dated Mazch 2, 1995, regazding the change of zone <br /> request by Kamehameha Investment Corporation at Kahaluu, North Kona, Hawaii, <br /> TMK 7-8-IO:Portion of 50, reports as follows: <br /> Bill No. 62 amends Section 25-87 (North Kona Zone Map), Article 3, Chapter 25 (Zoning Code) <br /> of the Hawaii County Code by changing the district classification for approximately 21.319 acres <br /> of land from and Unplanned (U) to a Single Family Residential (RS-IS) zoned district. <br /> The subject property is located on the mauka side of Kealii Street, mauka of the Keauhou Estates <br /> Subdivision where the applicant intends to subdivide the subject property into forty-five lots <br /> ranging from 15,000 to 24,000 squaze feet. At the time, the applicant intended to replenish the <br /> supply of residential lots to meet the present and near-future demand of residential units in the <br /> resort and to fulfill Kamehamea Investment Corporation's (KI(') long-term goal of developing a <br /> master-planned, resort-residential community. <br /> Bill No. 62 has been deferred in the Planning Committee since 1995. According to the <br /> applicant's representative, KIC has gone through a reorganization and has now refocused on its <br /> proposed development. <br /> Primary access to the subject property would be from Kamehateha III Road, which is a county <br /> road having a 100-Foot wide right-of--way with 24-foot wide pavement and 8-foot wide gravel <br /> and paved shoulders. Access from Kamehameha III Road which serves as a secondary arterial <br /> connecting Kuakini Highway to the subject property is via Kealii Street, a private roadway with a <br /> pavement width of 20 feet within a 50-foot wide right-of--way. Kaluna Street, also a private <br /> roadway with a pavement width of 40 feet within a 60-foot wide right-of--way, provides access <br /> from the subject property going southwest and eventually connecting to Alii Drive. <br /> Water is available to the subject property through an existing 16-inch waterline located along <br /> Kealii Street and sewage will be disposed of at the Heeia sewage treatment plant. <br /> An intensive azchaeological inventory study of the subject property was conducted in May and <br /> April 1991 by International Archaeological Research Institute, Inc. Four new azchaeological <br /> sites and one known archaeological site was discovered on the subject property. The one known <br /> site is an old, abandoned railroad berm which runs in a north-south direction along the entire <br /> eastern (mauka) boundary of the subject property. The railroad berm which is part of a lazge <br /> berm which runs for several miles to the south of the subject property was constructed in the <br /> PC REPORT NO. 46 <br /> <br />
