No. 657 /Bill No. 187 <br /> PLACE: Councilroom <br /> TIME: 11:45 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 187, reports as follows: <br /> Bill No. 187, transmitted, by Finance Director Nancy Crawford via Communication No. 657, <br /> dated December 15, 2009, amends Ordinance No. 09 -65, as amended, the Capital Budget, ending <br /> June 30, 2010, by adding the following project: <br /> PUBLIC WORKS: <br /> Wailoa Flood Channel Dredging 110.299.5292.77 $200,000 <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligation Bonds, Capital Projects Fund — <br /> Fund Balance and /or Other Sources $200,000 <br /> This project will dredge the lower reach of the existing Wailoa Flood Control Channel to <br /> previously authorized depths. It addresses public health and safety matters by removing <br /> accumulated sediment and stream -run materials to maintain the integrity of the drainage channel <br /> and to re- establish the channel capacity. This appropriation is for the design/survey phase of the <br /> project. <br /> Pursuant to Section 10 -6(d), Hawaii County Charter, the Council may amend the Capital Budget <br /> for that year with a two - thirds vote. <br /> Department of Public Works Civil Engineer Casey Yanagihara said the dredging is required by <br /> the U.S. Army Corps of Engineers, who is currently evaluating the project for permitting <br /> requirements. Accomplishing this in a timely manner will keep the County from receiving a <br /> violation notice. <br /> Council Members inquired as to the validity of an earlier testimony, and Council Chair <br /> Yoshimoto, whose District is affected, explained that much is being done by the Department of <br /> Public Works and their efforts are a work in progress. <br /> Council Member Ford asked where the CIP money is corning from and requested Department of <br /> Public Works Director Warren Lee present at the next meeting. <br /> FC Rept.
