No. 522/Bi11146 <br /> <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred <br />Communication No. 522 and Bill 146, reports as follows: <br /> <br />Bill 146, transmitted by Council Member Donald Ikeda, via Communication No. 522, dated <br />September 8, 2009, amends Chapter 24, article 10, division 5, section 24-280, schedule 28 (No <br />parking at any time), paragraph (c), South Hilo, ofthe Hawai'i County Code 1983 (2005 Edition, <br />as amended), by adding the following, to be appropriately numbered and to read as follows: <br /> <br />"() Pi'ihonua Road, both sides, beginning from the northern terminus of Bridge <br />25-1, extending .5 mile in the northwesterly direction." <br /> <br />The purpose of this amendment is to promote public safety and reduce the risk of traffic accidents <br />on this narrow, winding road. <br /> <br />There was testimony in support ofthis proposed bill. Several testimonies stated that the <br />congregation of large group of teens and young adults has been causing problems consisting of <br />illegal activities, noise and littering in this area for many years. <br /> <br />Traffic Division Chief Ron Thiel appeared before Your Committee. As the introducer ofthis <br />proposed bill, Mr. Ikeda has the support ofthe Department of Public Works.
