No. 658 /Bill No. 188 <br />Your Committee on Finance, to which was referred Bill No. 188, reports as follows: <br />Bill No. 188, transmitted jointly with Resolution No. 290 -09 by Finance Director Nancy Crawford, <br />via Communication No. 658, dated December 15, 2009, amends Ordinance No. 09 -64, as <br />amended, the Operating Budget, ending June 30, 2010. The amendment is as follows: <br />FROM: <br />3308.53 Federal Grants — <br />Hawai`i Narcotics Task Force — Recovery Act General $113,885 <br />TOTAL $113,885 <br />TO: <br />010.201.5216.37 Hawai`i Narcotics Task Force — Recovery Act General $113,885 <br />TOTAL $113,885 <br />The purpose of this grant is to disrupt the flow of narcotics via the apprehension of mid- to high - <br />level dealers that are smuggling and distributing narcotics into and within the State of Hawaii. <br />The major objectives are 1) maintain a narcotics task force of personnel from the Hawai`i County <br />Police Department, Maui Police Department, and Kaua`i Police Department, 2) increase <br />knowledge of vice officers by providing training in such topics as narcotic investigations, current <br />drug trends, smuggling and distribution techniques, and State /Federal laws that impact the task <br />force, and 3) conduct quarterly meetings to coordinate joint operations and training and other <br />enforcement efforts, and to share information. The funds are derived from the federal <br />government's American Recovery and Reinvestment Act of 2009. <br />Pursuant to Section 46 -7, Hawaii Revised Statutes, and Section 13- 13(b), Hawai`i County <br />Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the Court <br />House Booking Project Grant Program. <br />Lieutenant Richard Sherlock was present to answer any questions and spoke on the purpose of the <br />grant. <br />FC Rept.
